Assessing Critical Road Sections: A Decision Matrix Approach Considering Safety and Pavement Condition

Identifying critical road sections that require prompt attention is essential for agencies to prioritize monitoring, maintenance, and rehabilitation efforts improve overall conditions safety. This study suggests a decision matrix with hierarchical structure factors in the pavement deterioration rate, infrastructure safety, crash history identify these sections. A Markov mixed hazard model was used assess each section’s rate. The safety of rated International Road Assessment Program star rating protocol considering all users. Early detection fast poor allows preventive measures be taken reduce further traffic crashes. Additionally, including data helps understand possible causes useful developing policies. proposed method demonstrated using from 4725 sections, 100 m, Addis Ababa, Ethiopia. case results show can effectively which need close immediate action. As result, assist prioritizing inspections, decisions allocate budgets resources.
